Europe felt a moment of respite on Monday, as the crisis caused by the announcement of a new comprehensive peace framework for achieving ceasefire appeared – briefly – to have been stabilised. A Washington representative spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Moscow made its response: a renewed assault of rocket attacks on Kyiv.
The Cycle of Diplomacy and Destruction
The succession of opposing developments captured the bleak nature of the recent timeframe. By day, diplomatic battles are waged: optimistic declarations are delivered from different nations. Immense energy is allocated on restraining specific proposals. By night, Moscow forcefully demonstrates the world that, for them, conflict continues to be the main instrument for achieving "peace".
Nocturnal Warfare
As military strikes developed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was exposed. Ukraine is capable of detecting missile launches from Russian territory, a capacity provided through current data. From observation points, Ukrainian air force fighter jets that had been scrambled to intercept incoming cruise missiles flew past – sophisticated military planes supplied to Ukraine by Western partners.
Moments later, Kyiv's air-defence systems activated: defensive missiles fired to intercept a Russian ballistic missile. This was a advanced protection mechanism at work, probably supplied through partner states. Every firing jolts you unexpectedly, rattling buildings. The moment of terror quickly transforms into grim resignation: maybe the hostile projectile won't strike its target this time, sparing the city from devastation and additional electricity failures.
Persistent Threats
Soon after, a heavy machine gun opened up on a drone somewhere nearby, part of a defensive team – probably allied-provided weaponry. Regrettably, the shots failed to hit the enemy aircraft – it maintained course toward its objective.
Periodically, this continued until dawn. Kyiv awoke to the daybreak reports: multiple fatalities, devastation and heating outages in numerous residences as a result of the evening attack. As always, everyone still maintained normal activities – experiencing conflict. But those full day encapsulated Ukraine's critical military reliance on Western support – a need that regional partners are evidently unprepared to substitute in the immediate future.
Ineffective Peace Efforts
The comprehensive proposal from Washington provoked deep reactions, discussion and serious worry – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and international summits.
Every new approach from US leadership follows the consistent cycle: a negotiation push against Ukraine, which Kyiv, with other European capitals, effectively counters. They manage the tension but never actually achieve victory. This cycle will, undoubtedly, continue.
Tactical Assessments
It is convenient to criticize particular leaders of persistently promoting Moscow's conditions. But that does not seem to be the whole story. American leadership functions according to a assumption familiar among seasoned negotiators: you cannot win at the negotiating table what you have lost on the battlefield. The American government believes that it is unrealistic to compel Moscow to abandon the land that it presently holds in Ukraine's south or east.
The issue is that while acknowledging this situation, Washington does minimal to deter Moscow, through diplomacy or military means, from assuming that the status quo will not change more in its benefit in the near future.
Divergent Views
Therefore, the Kremlin is certain that the clock favors them – that Ukraine and its allies are coming close to fatigue. Their incentive to sign a deal that does not give them the greatest potential benefit is virtually nonexistent. There may be numerous efforts to stop fighting, but they will carry on as long as Russia's leadership remains completely certain in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, slowly losing civilians and areas but avoiding a total frontline collapse until circumstances change in its benefit.
Current Realities
Objectively, there are no genuine requirements for a truce. Now, subjective factors are becoming relevant: political desires to negotiate peace and obtain worldwide acknowledgment, and Kyiv's twin challenges – on one hand, not to alienate a key ally, and on the other, to unite the population around the country's interests against any initiative Kyiv finds unacceptable, so that their attention does not switch to internal issues. And although their mission will now be much harder after latest incidents, it remains quite doubtful that this will change their overall approach.
These two forces are driving the talks.
Conclusion and Outlook
It took a only one week to eliminate the 28 points of the most recent proposal. Aggressive and erratic handling of the matter by US administration, pushback by Ukraine and the other European countries, along with calming attempts of diplomats, and finally, current information leaks, all served their function.
While new plans based on old ideas are approaching, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off political attacks from Washington that are rooted in Kremlin requirements and show certain reluctance to modify developments, if they stand together and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the predictable period, mainly require sustained allied backing.
